Industrial stormwater runoff is a significant environmental problem. Industrial areas are often impervious and collect metals, sediments, debris, organic pollutants, and nutrients. When it rains, these pollutants flush into our waterways and eventually into the ocean. Stormwater is regulated federally under the Clean Water Act (CWA). Under this legislation the U.S. EPA issues National Pollution Discharge Elimination System (NPDES) permits to any entity that discharges polluted stormwater to the navigable waters of the United States. To reduce regulatory burden, the California State Water Resources Control Board (SWRCB) provides general NPDES permits for stormwater discharges associated with industrial activities in the California. For California industrial facilities to be in compliance with the CWA, they must apply for coverage under the current California Industrial General Permit (IGP).
